NITDA Hits Major Milestone: 10,000+ Civil Servants Trained in Digital Literacy Drive

The Federal Government’s digital transformation agenda has reached a critical turning point with the successful completion of the Digital Literacy for All (DL4ALL) Workforce Programme.
‎​Implemented by the National Information Technology Development Agency (NITDA) in partnership with the Office of the Head of the Civil Service of the Federation (OHCSF), the initiative has effectively saturated the Federal Civil Service, with enrollment figures representing a massive 65–75% of the total workforce.
‎​A Workforce Re-Skilled: By the Numbers
‎​According to the 2025 Final Report, the program saw between 45,813 and 54,377 enrollments per course across four core pillars:
‎​Digital Awareness: Navigating the modern tech landscape.
‎​Device Mastery: Effective use of computers and mobile hardware.
‎​Collaboration: Content creation and digital communication tools.
‎​Cyber-Hygiene: Ensuring digital safety and security within MDAs.
‎​While completion rates averaged around 40%—consistent with global benchmarks for large-scale voluntary training—the report highlighted a significant trend: completion rates rose as modules became more advanced, signaling deep learner commitment and improved digital readiness.
‎​The data revealed a striking insight: institutional leadership, rather than workforce size, was the primary driver of success.

‎​Several smaller agencies achieved completion rates exceeding 70%, thanks to dedicated “Digital Literacy Champions” and proactive ICT leadership.
‎​Strategic Partnerships: The Cisco Connection
‎​NITDA Director-General Kashifu Inuwa emphasized the role of the Cisco Networking Academy in providing high-quality content with zero financial barriers.
‎​”This foundational phase has built a reliable pipeline,” Inuwa stated during a visit to the OHCSF. “We are moving from basic awareness to role-specific skills. By 2026, we will transition into specialized certifications in networking, cybersecurity, and programming.”
