Powering Digital Core: NITDA’s Data Center Blueprint

The Director-General of the National Information Technology Development Agency (NITDA), Kashifu Inuwa, has outlined Nigeria’s strategic playbook for unlocking the next wave of tech infrastructure capital. Speaking in a powerful contribution to a high-level industry panel on converting digital demand into data center investment, the NITDA boss detailed how the nation intends to turn its growing tech landscape into high-yield infrastructural assets.

The discussion took place at the ITW Data Cloud Africa 2026 conference. Inuwa shared the stage with prominent industry leaders, including Ike Nnamani of Digital Realty Nigeria, Wole Abu of Equinix, Temitope Osunrinde of Africa Hyperscalers, and Cherotich Kiereini of Oracle. Together, the panelists examined actionable paths toward scaling regional infrastructure to keep pace with rapid digital expansion.

Addressing the audience, Inuwa emphasized that translating Nigeria’s skyrocketing digital footprint into bankable, sustainable investments requires a deliberate approach. He noted that success hinges on a balanced mix of clear government direction, total regulatory certainty, and secure tech ecosystems. Without these foundational elements, scaling infrastructure to match market demand remains an uphill battle.

At the heart of the federal government’s approach is an unyielding commitment to policy clarity. According to Inuwa, the primary responsibility of the state is to clearly establish strategic intentions, creating a stable framework that actively catalyses growth across the tech landscape. This transparent governance model ensures that operators can build with long-term confidence.

Beyond governance, Inuwa highlighted Nigeria’s distinct market advantages, noting that the country’s value extends far beyond its vast population. The focus has shifted toward capturing demand created by localized digital workloads and leveraging Nigeria’s natural geography as the premier connectivity hub for West and Central Africa. This position is further strengthened by a massive pool of local tech talent capable of building innovative solutions on modern networks.

To protect these capital investments, NITDA is embedding digital trust into national development through robust cybersecurity frameworks. Inuwa detailed how key initiatives—including the Digital Assurance Framework, the Cybercrime Act, and the broader National Cybersecurity Architecture—are actively building end-to-end security across every layer of the digital chain. Under this system, government IT projects now undergo strict cybersecurity-by-design clearances.

Through these targeted policy measures and collaborative security standards, Nigeria is laying down the predictable foundation needed to power the next generation of data centers, cloud networks, and artificial intelligence infrastructure. By aligning policy with market needs, the nation is positioning itself as the indisputable digital engine of the continent.
