ABUJA – The Federal Government has reaffirmed its commitment to revolutionizing the public sector through massive digital upskilling, targeting a 95% digital literacy rate by 2030.
Speaking at the Digital Literacy for All (DL4ALL) training awards ceremony, the Director General of the National Information Technology Development Agency (NITDA), Kashifu Inuwa, revealed that the country is currently pursuing a mid-term milestone of 70% literacy by 2027.
Massive Enrollment and Productivity Incentives
The DL4ALL initiative, a joint effort between NITDA and the Office of the Head of the Civil Service of the Federation (OHCSF), was designed to modernize governance and improve service delivery. Inuwa disclosed impressive participation figures:
Total Enrolled: 54,377 civil servants (nearly 79% of the target workforce).
Completion Rate: Over 40% have already finalized their certification.
To drive engagement, high-performing participants were rewarded with laptops to encourage the immediate application of their new skills in the workplace. Inuwa emphasized that digital competence is no longer optional but a “strategic requirement” for professional relevance in the modern era.
The Road to a Paperless Government by 2025
The Head of the Civil Service of the Federation, Mrs. Didi Esther Walson-Jack, used the occasion to announce a major policy shift: the transition of all ministries and extra-ministerial departments to fully paperless operations by December 2025.
“Digital competence has become a strategic requirement for productivity and governance,” Mrs. Walson-Jack stated. She noted that the DL4ALL program ensures inclusive access to skills across all Ministries, Departments, and Agencies (MDAs).
Recognizing Excellence
The event featured an awards segment where 35 officers were honored for exceptional performance. Mrs. Walson-Jack urged civil servants across all cadres to embrace continuous learning to keep pace with evolving administrative demands.
By resolving initial technical hurdles—such as access to official email accounts—and providing structured roadmaps, the Federal Government aims to move Nigeria closer to a knowledge-based economy where digital inclusion is the standard for public service.
