On Monday, June 20, 2025, the Head of the Civil Service of the Federation (HCSF), Mrs. Didi Esther Walson-Jack, OON, mni, announced the opening of a Strategic Study Tour for the Heads of Civil Service of the 36 States and the Federal Capital Territory as part of events honoring 2025 Civil Service Week.
“Strengthening Synergy for a World-Class Civil Service” is the theme of the Study Tour, which aims to promote peer learning, expedite the implementation of sub-national reforms, and coordinate state-level initiatives with the Federal Civil Service Strategy and Implementation Plan 2021–2025 (FCSSIP 25). This year’s celebration, which has as its theme “Rejuvenate, Innovate, Accelerate,” features it as a major highlight.
The HCSF described the meeting as a renewed call to action and emphasized the value of cooperation at all governmental levels in her remarks. This year, known as the “Year of Accomplishment,” is a time for results rather than just assurances. Through better service delivery, agile systems, digitalization, and an inspired workforce, we must enable our citizens to experience the effects,” she urged.
She cited the earlier 2025 Study Tour to Singapore, pointing out its eye-opening experiences, and confirmed that the engagements in Abuja carry on that innovative and reforming path.
Mrs. Walson-Jack listed the tour’s main goals, which included: expanding understanding of strategic planning, service delivery, best practices, and human capital development; utilizing data-driven systems and digital tools to improve operations; enhancing cooperation between governments in accordance with the idea of “One Service, Many Jurisdictions, One Vision.”
Dr. Deborah O.N. Odoh, Permanent Secretary, Service Policies and Strategies Office (SPSO), welcomed participants earlier and emphasized that a robust civil service must be visible throughout the federation, not just at the center. The Tour was thoughtfully crafted to encourage transformative thinking and concrete action, she said.
With more than 25 Heads of State Services present, the Study Tour continues with briefings, interactive sessions, and site visits to reform-oriented institutions in the FCT.
In order to ensure that reforms are not only started but also maintained throughout the federation for a larger national impact, the Study Tour is a reflection of a developing partnership based on the idea of “One Service, Many Jurisdictions, One Vision.”
